A flood mitigation project that's been causing backups on on Highway 24 is now completed.
Crews installed a new culvert to help prevent a repeat of last year's deadly flash flooding along the highway near Manitou Springs.
The project to install the new culvert that is ten times bigger than the old one started in February.
