Dolly is still a tropical storm, with sustained winds down to about 50 miles-per-hour.
Widespread flooding is anticipated today in south Texas.
At last word, the eye of the storm was centered about 50 miles east-southeast of Laredo. The tropical storm warning posted along the Texas coast is expected to be canceled soon.
Fourteen south Texas counties have been declared disaster areas by Governor Rick Perry. He's seeking federal disaster declarations, and will fly over the region today.
Emergency managers also hope to start assessing the storm's damage today, even as they rescue people from flooded or damaged homes.
