The address where two people were found dead following the Waldo Canyon Fire had no associated phone numbers registered for emergency notifications, according to the El Paso and Teller County 911 authority.
The bodies of William Everett, 74, and Barbara Everett, 73 were found in the remains of the home at 2910 Rossmere Street. According to El Paso and Teller County 911, that address was not associated with any phone numbers registered for emergency notifications.
Colorado Springs Police spokesperson Barbara Miller says evidence found after the fire shows it appears the couple was preparing to evacuate. Things had been loaded into a car and they had told a family member by phone they were preparing to evacuate.
Tuesday morning, flowers were left outside the home.
Approximately 118,000 emergency notifications were made during the week following June 23. At the peak, about 32,000 people were evacuated.
Spokesperson Ben Bills says approximately 20,000 of the notifications were never completed. They aren't sure yet where things went wrong.
"It went out to our bank or phone line that we make those calls from," he said, "but somewhere from the phone lines they - for lack of of a better word - were not made."
In this system, more than one phone can be registered for each person or address.
The El Paso and Teller County system is voice activated, meaning the message won't begin to play until it hears a voice on the other end of the emergency notification call. When it does, the subscriber is asked to press a key to hear the message play. After the message, the system also offers an opportunity to play the message again.
If the buttons are not pressed because a voicemail system answered the call, the emergency notification system waits 7 seconds to get around the entire voicemail greeting before leaving a message.
In most cases home phones and land-lines are already connected to the system, but officials said you may want to double check with your phone provider.
A total of 346 homes were destroyed by the Waldo Canyon Fire. William and Barbara Everett were the only reported deaths.
