An officer involved shooting is being investigated after a man was shot and killed in Pueblo on Christmas Day by police. This is an update to a story we first brought you on December 25.
Pueblo Police say the two officers involved in the shooting are on administrative leave, which is standard procedure. The Critical Incident Team is investigating.
The Christmas Day shooting that left 40-year-old Richard Licon dead was in response to a domestic violence call.
Licon forced his way into a home at 919 W. Evans Ave. He pointed a gun at people inside the home and assaulted one of them.
When the first officer arrived on scene, Licon pointed a gun at the officer before going back inside and closing the door to the home.
He then ran out the back and a second officer helped in chasing the suspect on foot to the 100 block of Arthur.
Officers found Licon hiding on a porch behind a large bush at a nearby apartment building. He raised a gun at one of the officers. That is where he was shot by officers and later died from his wounds at Parkview hospital.
The officers involved were Corporal Matt Ballard, a 14 year veteran. According to Pueblo police, Ballard has worked in patrol and also spent time in the Investigations Bureau. He was also a member of the S.W.A.T. team for 8 years and served 3 Special Ops combat tours, two in Iraq, one in Afghanistan.
The second officer involved was Officer Ben Candelaria. He has served as a patrol officer for the twelve and a half years he has been with the department.
