Fountain Police have identified man shot by a police officer over the weekend as an active duty soldier stationed at Fort Carson. They say Stephen Payne, 34, reached for a weapon when confronted by officers.
Shortly before 1:00 Sunday morning, Fountain police received a 911 call about shots being fired inside a home at 882 Daffodil Street. Upon arriving on scene, offices learned that a domestic incident had broken out between a man and woman at the home, leading the man to fire at least one shot. Two small children were in the home at the time.
Fountain Police say several of the officers who were sent to the home were members of the Emergency Services Unit. They are specifically trained and equipped to make a tactical response to a dangerous situation.
Shortly after the officers and a negotiator arrived, Payne followed family members into the front yard with a handgun. He didn’t respond to the officer’s commands and reached for the weapon. The Fountain Police Department says an officer fired, striking Payne several times.
Payne was taken to Memorial Hospital for treatment of his injuries and remains in the ICU there Monday. No one else was injured.
The police officer who fired was placed on a routine 3 day administrative leave.
To date, the ongoing investigation has included a crime scene technician from Colorado Springs. The El Paso County District Attorney’s office is also involved and charges are pending.
