UPDATE:
Springs Utilities has turned the power back on for all affected areas. They tell our crew on scene that there was an equiptment malfunction at the Cottonwood Sub Station near Briargate and Union that caused the underground transmission line to trip off.
From Pikes Peak Community College: A massive power outage on the north end of the city is affecting PPCC's Rampart Range Campus. Estimated restoration time is 3-4 hours. Classes at RAMPART RANGE CAMPUS ONLY are cancelled for the remainder of today, Monday, October 29, 2012. All other campuses will continue to hold classes as scheduled.

Right now Springs Utilities is reporting 9,600-10,000 customers are currently without power in Northeast Colorado Springs.
Most of the areas affected are near the Chapel Hills Mall and Vickers and Woodmen.
Crews are working to find out the problem. They tell us they hope to have power back on by 3 p.m.
