Colorado Springs Law Ousts Downtown Bell Ringers

A constant for the holidays will be missing from downtown Colorado Springs this holiday season thanks to a new city law.

The no-panhandling ordinance, though primarily targeting transients, also prohibits bell ringers with the Salvation Army from collecting donations downtown. The law was approved last Tuesday.

Last year, bell ringers with the El Paso County Salvation Army's Red Kettle campaign collected $68,000. All donations go towards helping low-income and homeless residents. The city ordinance only covers the downtown area, leaving 60 sites across the Springs unaffected.

The Salvation Army is also utilizing a more high-tech way to collect donations, by putting scannable smart phone codes on their posters.
