It's all about location when it comes to drunk driving enforcement in the state.
A new report by the Rocky Mountain News says the handling of DUI cases varies depending on where authorities make the arrest.
Some counties allow first-time offenders to plead guilty to lesser charges. Others use "deferred sentencing" which cancels charges if the driver breaks no other rules for 2 years.
The report also finds plea arrangements are reached in an average of 80 percent of cases in the state, with Boulder County being the lightest and Mesa County being the toughest.
Law enforcement agencies say crowded jails and courts make plea bargains a better option but victims' advocates say it sends the wrong message.
