Balancing the Books

A proposal to balance the state's budget is getting some serious play in Denver.

The proposal, set forth by House Democratic leader Andrew Romanoff, cuts the state income tax and eliminates tax and spending limits created by TABOR in 1992.

The proposal would ideally solve the clash between TABOR and another amendment requiring annual spending increases in public education.

Legislative leaders will meet again next week to discuss the proposal in detail. It needs a two-thirds vote by the House and Senate in a special session and voter approval in November.
