Locally heavy rain will remain possible overnight, with any showers and storms. Areas likely to see additional heavy rain will likely be east of I-25 and along HWY 50 from Canon City eastward. The director of environmental programs for the Department of Public Health and Environment, Howard Roitman, says Cotter's procedures to ensure "safe and compliant" material handling are inadequate.
Cotter wanted to take in thorium-contaminated soil from a Superfund site in Maywood, New Jersey. Roitman also says it's unclear how much space is left in an impoundment, which must have room for Cotter's rubble and contaminated soil when the mill is decommissioned.
The Environmental Protection Agency authorized Cotter to accept the Maywood shipment, but the plan still required state approval.
