The author of the Taxpayer's Bill of Rights isn't taking what he feels is an unfair charge very "lightly".
TABOR creator Douglas Bruce is suing the city of Colorado Springs for a fee utilities customers pay for street lights. Households are charged $1.79 a month to keep them shining.
Bruce says the "tax" is illegal because it wasn't approved by voters. But the city says the charge is a "fee" and not a "tax".
Bruce is also contesting a charge on cable tv bills that supports educational programs.
A trial for the dispute is set for next month.
