Five of the eight panel members say a school official, most likely athletic director Dick Tharp, should have been dismissed for claims the football team used sex and alcohol to lure recruits.
The school's president Elizabeth Hoffman and Chancellor Richard Byyny announced the reinstatement of head coach Gary Barnett this week. They also added no one would be fired.
The panel did not recommend dismissal for anybody because they could not come to a unanimous agreement.
