A nonprofit research group has given Colorado's highways a D+ for congestion and a C- for maintenance, safety and transportation funding.
The rating comes from The Road Information Program in Washington, D.C. It says Denver's highways are the most congested among metropolitan areas, with one to three million people. Following Denver are Miami; Portland, Oregon; Phoenix; San Jose, California; and Seattle.
Only Colorado's bridges fared well in the report, earning a B. But the group found six percent of the state's spans were structurally deficient and another 15 percent functionally obsolete.
The report mirrors last year's findings by the Colorado chapter of the American Society of Civil Engineers.
