A FLASH FLOOD WATCH will go into effect at NOON and last through MIDNIGHT from most of Southern Colorado. Scattered afternoon and evening thunderstorms will be more than capable of producing very heavy rain once again. Burn scars and areas that saw heavy rain yesterday will be under the greatest risk for flash flooding. The 11 Breaking Weather Team will be tracking this threat all day for you.
The average customer's bill will go up about $4.00 per month. Council decided to increase water and wastewater rates, but they turned down the streetlight increase.
The electricity increase has been delayed for six months. That rate will go up in August. The water and wastewater increase will go into effect February 1.
Colorado Springs Utilities says they need the increase to maintain their current production.
