Funding Fight at State Capitol

A funding fracas has erupted between Governor Owens and the Legislature -- prompting threats of lawsuits from the governor. And it's just the first week of the General Assembly's new session.

The conflict over plans for $146 million in federal money is turning into a turf battle. Congress allocated the money to help spur the economy -- and Owens wants to spend it to help the poor with heating bills and on transportation.

But the Legislature's Joint Budget Committee is sponsoring a bill that would block Owens from deciding how the money is spent. Lawmakers contend the governor doesn't have the authority to allocate the funds.

Owens has shot back -- threatening to sue protect what he says is his power.
