Centura Health said last spring it would consider offering uninsured patients the same discounts offered by health plans.
That could save individual patients thousands of dollars.
But the plan fell apart despite months of negotiations with a Los Angeles-based civil rights group and the Colorado Consumer Health Initiative.
A Centura Health attorney says giving the uninsured discounts may violate federal law barring hospitals from using financial incentives to draw customers, and another prohibiting them from charging different prices for the same care.
