State officials unveiled the first report of its kind in Colorado Monday.
It details how donations made to telephone solicitors ended up in the hands of professional fund-raisers instead of charities.
The report says 74 groups used professional telephone fund-raisers last year. Of the $21.1 million Coloradans donated over the telephone, an average of about 60 percent ended up in telemarketers' pockets.
The report says some phone solicitors kept all of the collections, and nearly 45 percent gave less than 20 percent to their designated cause.
