President Bush's plan to increase troop levels in Iraq is expected to start by the end of the month.

A senior defense official says up to 20,000 troops will be put on alert and be prepared to deploy. The increase in forces on the ground will be gradual. Moving first would be the Second Brigade, 82nd Airborne Division in Kuwait.

Bush will unveil his plans Wednesday night in an address from the White House.

Meanwhile, Senator Ted Kennedy will propose legislation denying Bush the billions needed to send more troops to war unless Congress agrees first. The Constitution gives the president broad war-making powers, while Congress controls spending.

White House press secretary Tony Snow says Bush is still listening to ideas from lawmakers.
