The Thomas B. Fordham Institute in Washington released a
state-by-state survey today of education standards for teaching
history.

The institute criticized Colorado's standards for being too
neutral on picking the most important people and events.

Kindergartners up to fourth graders are expected to identify
historical figures from diverse backgrounds who have advanced the
rights of individuals and promoted the common good.

But the institute says students should first have to assess the
historical importance of such contributions.

Twenty-three states earned Fs.
