A panel investigating the alleged string of rapes and sexual assaults at the Air Force Academy is recommending 21 changes in policy at the academy to help deter and cope with attacks.

Former Florida Representative Tillie Fowler says her Congressionally-appointed panel believes the changes can put the academy back on track and let it to live up to its potential.

Among the recommendations is a suggestion for permanent oversight by an Executive Steering Group and stronger and more vigilant oversight by the Board of Visitors.

The report says the academy also needs a renewed emphasis on education and encouragement of responsible alcohol consumption.
