Pueblo and Colorado Springs are close to coming up with a plan to restore the Arkansas River in downtown Pueblo.

The plan to improve the river for fish and recreation touched off a fight between the two cities over use of the water in the river.

The plans calls for a fish passage -- a series of pools that create a gradual drop in elevation. It would also double as a kayak course.

Pueblo had to apply in water court for a water diversion -- which led to a fight with Colorado Springs and other members of the Southeastern Colorado Water Conservancy District.

Now that Pueblo and Colorado Springs have neared an agreement they hope other members of the conservancy district will follow.
