Report Says Some Lottery Funds Misused

Records show a multimillion dollar state lottery fund that is supposed to pay for parks and recreation is being used for everything from cell phones to air conditioners and Christmas parades.

Three lottery funds that total $98.9 million are primarily used as approved by voters. But $1.6 million falls into a category defined as questionable by a 1995 audit.

Records show officials in Hartman used lottery proceeds to buy two air conditioners last year for a town building. Aurora defended using lottery money for computer software and cellphone calls because those costs supported park programs. Officials are calling for more state oversights of the spending.
