(Washington-AP) -- President Bush will transfer the powers of
the presidency to Vice President Cheney while he is sedated for a
colon check -- under the rules set out in the 25th Amendment to the
Constitution.
The amendment provides for the temporary or permanent transfer
of presidential power in case the president is unable to fulfill
the duties of the office.
The amendment was approved in 1967. Before then, the
Constitution did not indicate what should be done if a president
were alive but unable to serve.
Beginning with the first President Bush, presidents have made
contingency plans for such an event. Bush wanted strict succession
rules laid out after the confusion that ensued when Ronald Reagan
was seriously injured in an assassination attempt.
