President to Speak at UN

President Bush gives his annual speech to the UN General Assembly Tuesday amid division on Iran, and continued skepticism about Iraq.

Aides say the theme of the late-morning speech is the power of democracy as a weapon against Mideast terrorism. Bush will cite progress in Iraq, Afghanistan, Lebanon and elsewhere.

He'll also name Iran as a place that needs more democracy, though the White House says Iran is not a main focus of the speech.

Bush is seeking support for sanctions if Tehran won't halt its nuclear program. But China and Russia remain skeptical.

Bush and Iran's hard-line president are both invited to the same UN leaders' lunch. But the White House says no meeting is planned.

Bush is, however, meeting with Iraqi President Jalal Talabani to discuss the latest efforts to quell bloodshed in and around Baghdad.
