The sponsor of the plan was Representative Bill Crane who says
the requirement applies to students in every public elementary,
middle, junior and senior high school in the state.
There is no punishment for students and teachers who refuse to
comply and students can be exempted if a parent objects in writing.
Crane says the plan reinforces patriotic values -- which he
believes a majority of Americans share.
