New Colorado Roads?

Natural Resources Director Greg Walcher says it's a grey area
right now and he wants federal officials to define what is and
isn't considered a roadway.

The law technically says a right of way is a highway constructed
by 1876 standards, and that doesn't mean pavement or yellow lines.

Colorado became a state in 1876, and national parks were
developed years later. Walcher says counties would have to prove
there was a highway by 1876 standards in the area that would be
claimed.

The proposal is being criticized by conservation groups.

A spokesman for the nonprofit law firm Earthjustice says it's a
radical attack on national parks and national monuments.
