Charges Not Filed

Civilian authorities in Colorado Springs have declined to file charges over one of the alleged rapes at the nearby U-S Air Force Academy. Assistant El Paso County District Attorney Dan May says there's insufficient evidence to go forward.

A woman who reported an assault had asked that the case be eviewed and May says the Academy provided him with information and evidence. It was the first civilian involvement in a scandal that has developed over dozens of reports of assaults at the Academy.

Several top officers are being replaced and new rules for handling such cases have been announced. May says he can't elaborate on the statement -- except to say the alleged attack happened within the last 10 years.
