In recent years Pueblo West has built a Fourth of July tradition of a wet parade, but this year things are different.
Last Fourth of July several people threw water balloons that were either frozen or had rocks in them. As a result there were no water fights allowed, including water guns.
Turnout for this years parade was lower than in years past and people who did show up said that was because of the new rule.
