Governor Bill Owens says he will call a special session unless the state Supreme Court reverses its decision to throw out a November ballot measure that would ask voters to deny most state services to illegal immigrants.

Monday the Colorado Supreme Court said in a 4 to 2 ruling that a ballot measure addressing the issue violates the constitution because it addresses more than one topic. Parker representative and House Minority Leader Mike May says voters deserve a chance to weigh in on the matter.
