The Senate Appropriations Committee's rejection of a tougher drunk driving measure could cost the state millions of federal dollars. The measure that would have reduced the level of intoxication to prove drunken driving from the current 0.10 percent blood-alcohol level to 0.8. It failed on a 5-5 tie.

If Colorado does not change the law, the state would lose $4.9 million in federal funding next year and double that amount the following year. It would lose up to $50 million in following years. Lawmakers have said they don't want to give in to ``federal blackmail.''
