A FLASH FLOOD WATCH will go into effect on Tuesday afternoon for most of Southern Colorado. Daytime heating and moisture will combine with a disturbance moving through Colorado to develop numerous thunderstorms. Any one of them will be more than capable of producing very heavy rain. Burn scars and areas that have seen recent heavy rain will be under the greatest risk for flash flooding. The 11 Breaking Weather Team will be tracking this threat all day for you.
A Senate committee gave its approval Tuesday to a plan that tries to put the brakes on private toll roads.
The Senate State, Veterans and Military Affairs Committee approved a measure that would require that work on a toll road or toll highway begin within three years after incorporation.
Supporters of the measure say it'll prevent property prices from plummeting on projects that will never get built.
But backers still say the bill doesn't go far enough and wouldn't prevent private toll companies from building railroads or walking away from a project if they run out of money.
