A worker discovered the fetus Sunday afternoon while monitoring
screened solid waste being loaded on a dump truck.
Police spokesman Lieutenant Skip Arms described the fetus as the
size of a ``G-I Joe'' that probably came from a miscarriage. He
says it could have been flushed from any toilet in the city in the
last couple of days.
The El Paso County coroner's office says the fetus appeared to
have been too small to have been born alive.
If the mother comes forward, she could face a misdemeanor charge
of concealing a death.
