Governor Owens is throwing his support behind a campaign to put a measure on the ballot in November that would force school districts to spend at least 65 percent of their operational budgets on classroom instruction.
The governor says the initiative could provide 10,000 new teachers or a computer for every school child in Colorado.
The move is part of a national effort to approve similar measures in all 50 states and put $14 billion back into teaching without a tax increase.
In Colorado, it could mean an additional $465 million a year for schools.
Backers had six months to collect 68,000 signatures. The deadline is Friday
