Wednesday will offer more cloud cover and cooler temperatures. By later Wednesday afternoon, rain showers will develop across the Pikes Peak Region and slowly drift southward. Those rain showers will change to snow at higher elevations, and accumulations will be likely. At lower elevations, snow accumulation does not appear to be a big deal. A House committee turned down a bill today that would have made killing a fetus a capital offense, saying it would be used to arrest doctors who perform abortions.
Members of the Judiciary Committee also say House Bill 1128 would force women to give up their medical records to determine if they're pregnant.
But Republican Representative Dave Schultheis insists his bill wasn't intended to outlaw abortions.
Schultheis says it's designed to let prosecutors litigate cases like that of Scott Peterson. He was convicted in California on two counts of murder in the deaths of his pregnant wife, Laci, and the fetus she carried.
Lawmakers say the state already has a law allowing the death of a fetus to be used as an aggravating factor in capital cases.
