Indictments announced Friday in Washington include charges filed against the man prosecutors believe was the mastermind behind the Vail ski resort fire. He is believed to be the only person charged, so far, in the 1998 fire.
William C. Rodgers faced charges in four fires in Wyoming, Oregon, California, and the Vail fire.
He committed suicide last month while in an Arizona jail.
A 65 count indictment says the eleven suspects are responsible for 17 attacks in California, Oregon, Washington, Wyoming and Colorado.
The fires were claimed by the radical groups Earth Liberation Front and Animal Liberation Front.
The ELF claimed responsibility for the Vail attack and said the resort's expansion plans would hurt lynx habitat.
Eight defendants have been arrested. The Justice Department says the other three may have left the country.
