Bioterror Response Plans

State officials could seize antibiotics, cremate diseased corpses, and even dig mass graves if Colorado is the target of a bioterrorism attack.

The Governor's Expert Emergency Epidemic Response Committee executive orders also say mental health patients could be removed from treatment facilities so their beds could be used for bioterrorism victims. The panel advises Gov. Owens on measures to prevent or reduce the spread of disease after a bioterrorism attack. It was formed in 2000 as part of a law that laid out the Colorado governor's powers during emergencies.

Mark Estock, a bioterrorism program coordinator at the state health department, says Owens would sign the executive orders only in the event of an emergency.

He says everyone hopes these horrible scenarios never take place.
