Neglect Investigation

A social worker reported nothing wrong when she visited a home where inspectors found a 13 year old watching television in the same room with animal carcasses. Denver home inspectors also found dog and cat feces, urine and junk piled to the ceiling in the house owned by Mary Flanagan. The child was removed from the house and placed in foster care.

Denver Human Services worker Janet Molstad visited Flanagan's
home in 1999 on a referral from the sheriff's office and gave it
suitable marks. Molstad wrote that Flanagan's disabled, adopted daughter was not at risk and that Flanagan had excellent parental skills and knowledge.

Neighbors dispute that report, saying Flanagan's house had a
strong smell of cat and dog feces and urine before that visit.
