Governor Owens is proposing spending $19 million to stimulate the economy as lawmakers deal with the worst state budget crisis in decades.

That figure includes $10 million to promote tourism.

In prepared remarks, the governor is also promising not to raise
taxes. He says he'll work to reduce government regulations that tie
the hands of entrepreneurs with needless red tape and stifle job
creation.

He acknowledges critical problems face lawmakers as they work to
cut $850 million from the budget. The budget must be
balanced by the end of the fiscal year June 30.

The governor insists the worst budget crisis since World War Two
is an opportunity to make government more efficient and affordable.
