The Colorado Springs Police Department is responding to questions about its surveillance files.
Last year, the department confirmed it keeps files on people who attend peace rallies. At Monday's city council requested Police Chief Luis Velez explain the practice.
He says its legal under the federal code of regulations about intelligence gathering. He also says police get rid of the file after a year, if they find no criminal activity. Velez says this surveillance gathering is common in law enforcement, and necessary to prevent crime. "If our agency, much like any other agency across the country, did not gather intelligence information, we would be in that position of being constantly surprised, that just could not happen."
Protestors are angry about the files and say the department is stepping on personal freedoms.
