Senate Republicans refused to back his proposal to delay state
employee paydays by one day to save 134 (M) million dollars.
The 18 members of the Republican Senate caucus were concerned
that the move would hurt the state's credit rating. They decided to
wait until March to see if the revenue picture improves.
Senate Democrats questioned whether the delay was legal.
Owens had been banking on the move as part of a plan to cut 850
(M) million dollars from the budget before the end of the fiscal
year June 30. He suggested delaying the government pay day from
June 30 to July 1 on a one-time basis to save the money. He says
the move would help save 23-hundred jobs.
The state is facing its worst budget crisis in nearly 60 years.
