'Super Slab' Toll Road Bills

Governor Owens has vetoed two bills Monday designed to put limits on a proposed private toll highway along much of the Front Range.

One bill would've denied developer Ray Wells the ability to condemn and take over private land, which Wells says would've killed the project. The other bill would've required corporations to notify all landowners whose property might be affected.

Owens says lawmakers should spend time this summer studying the issue.

The Wellington-to-Pueblo road -- nicknamed "Super Slab" -- would include a 660-foot-wide corridor for a superhighway and railroad tracks.

Backers of the plan have identified a 12-mile swath where the highway might be, involving thousands of property owners. Protesters -- meanwhile -- say the project would hurt property values.
