State officials, including Govenor Bill Owens, have blasted a decision by the University of Colorado Board of Regents to raise tuition for in-state students by 28 percent.
Owens, through a spokesman, said the raise is unfair and breaks the good-faith agreement between the university and the higher-education commission.
The rate increase was announced Saturday at a regents' meeting in Colorado Springs.
Rick O'Donnell, executive director of the commission said the increase was exorbitant and that he was expecting an 11 percent raise.
Regent Gail Schwartz countered that the state is responsible for rising tuition because of five years of stagnant or declining public funding.
