Governor Owens is tabbing Representative John Witwer to oversee Colorado's welfare computer system following an independent report blaming management failures for some of the system's major flaws.

Owens also appointed a 9-member panel to make sure report recommendations are followed.

The report says one of the biggest mistakes was the state's failure to keep a project manager on board after the system went online.

Owens ordered the $200 million Colorado Benefits Management System into use last September even though several counties complained of glitches.

The system was blamed for creating a backlog of nearly 30,000 cases.

The report recommends more training for county officials and consolidating three help desks.

Witwer is a Republican from Evergreen.
