Governor Owens has vetoed two more bills.
He stuck down a bill that would have limited the amount of money state lawmakers can accept from individuals, companies, unions and other group to pay for office expenses.
Owens says the bill is unnecessary because lawmakers can't promise favors in return for gifts, and bribery is a felony.
But Senator Ron Tupa of Boulder says the state law is ineffective and that Owens' veto allows Colorado to remain one of only six states allowing the practice.
Owens also vetoed a bill that would have required landlords to return security deposits within 45 days instead of the current 60 days, and limit rent late fees to 15 percent of the monthly rent.
Owens says the measure was unfair and didn't consider the interests of private property owners.
