Up for debate... Plans on how to spend $172 million raised from new tobacco taxes.

Voters approved the tax hike in November from 20 cents per pack to 84 cents.

The raised revenue is supposed to go to health insurance and tobacco use prevention programs unless lawmakers declare an emergency.

The house approved a spending bill Friday. Now, the bill goes to the senate for a vote. Governor Owens says he opposes the spending plans.
