In an election where campaign funding was sky high, a few groups managed to get their message out with very little money. Citizens for Accurate Mail Ballot Election Results spent less than one-third of a penny per vote to defeat an amendment which would have phased out polling places in favor of mail-in ballots. Amendment 28 was defeated by a 58 percent-to-42 percent margin. But not every group was so spend-thrifty. The two Senate candidates spent more than $7 per vote, and the group formed to defeat Amendment 31 spent $4 per vote. The amendment was introduced and funded mostly by California business man Ron Unz and would have dismantled Colorado's bilingual education system. But the group that helped pass Amendment 27, a campaign finance reform law, spent only 19 cents a vote.
