Governor Owens says a plan from the Joint Budget Committee to increase tuition at the state's universities and colleges is unnecessary and unacceptable.
He plans to veto a proposal that would increase tuition by an average of 9 percent. Under the plan, some students can see a tuition hike by as much as 45 percent.
Members of the Joint Budget Committee say they would like to keep college education as affordable as possible and would like to hear suggestions from the governor.
