(Capitol Hill-AP) -- It's passed the House, and in the hands of
³the Senate tonight.
It is a resolution giving President Bush broad authority to
attack Iraq. Its Senate sponsors have defeated all efforts to
weaken the proposal.
West Virginia Senator Robert Byrd, who has railed against the
resolution, acknowledges it will pass with strong support. He says
Congress is ``handing the president unchecked authority.''
The resolution gives the president wide latitude in defending
the U-S against the ``continuing threat'' posed by Baghdad -- with
or without U-N backing.
In a concession to Democrats, it encourages him to exhaust all
diplomatic means first and requires reports to Congress every 60
days if he does act.
The House vote on the resolution was 296-to-133. More than 120
House Democrats voted against the measure, even though Minority
Leader Dick Gephardt helped write the resolution.
