Owens Opposes Bilingual Bill

Gov. Owens has announced his opposition to a ballot issue that would overhaul bilingual education in Colorado.

The governor says he supports efforts to improve bilingual education but opposes Amendment 31's specific proposals because it would give parents up to 10 years to sue educators if they felt their children weren't adequately educated.

The measure would require children who don't speak English to be placed in a one-year crash course in the language rather than multi-year bilingual classes.

Owens says the liability issue is a fatal flaw.
