The Justice Department says the FBI refused to take part in harsh interrogations of terror suspects being held at three military bases overseas.

After surveying more than 1,000 FBI agents for the report, the department's inspector general has found that the agents would leave the interrogations when harsh tactics were used.

The audit also shows that many agents voiced their concerns about whether such actions were legal.

The investigation also looked into whether FBI agents saw any interrogators waterboard suspected terrorists, frighten them with military dogs or mistreat the Quran.
